I would not think this is a great place for "mall walking". There are no big loops. There is one main lobby and three rinks (don't think you can full walk around all of the rinks. But hey, like Corey said, it's free and open so try it out and see what you think.
Anyone can walk into the facility. If there is a paid game on the large rink, you might not be able to access that part of the building without a ticket, but the other parts will be accessible.
