Is it normal in this cold weather for a 03 E500 the air ride leveling to be low till you start it up and then it levels out or is there a leak

Yes this is normal the system need a to warm up and prevent from freezing with level up the car will lower itself

It's normal with any car in this bitter cold to take a while for all the moving parts to get warm enough to get going; kind of like a human does. Hope this helps.
