No. There are several parts of Buckhorn Island. To hike, there is free parking on East River. Further west, there is a free lot for fishing and kayaking in Woods Creek. And on the very West edge of Buckhorn near West River and Long Road, there is parking for paddling to the horn or over to Navy Island.
No fee at all. Enjoy!
