I am not sure what you are talking about. If you mean changing a child's name on a cell phone or even some other account, I wouldn't think so. If you are talking about a "legal change" of a child's name, I am guessing there would be legal fees paid to an attorney who specializes in that type of law practice..plus an application fee to the proper agency. It just occurred tome that you saw "Rivertree Court" and thought it was a court for legal matters. "Rivertree Court" is the name of a shopping center or shopping mall... not a "court of law".
