Will Verizon get rid of an Apple ID account for free? I got an IPad as a gift and the person who gave it to me didn't know her Apple ID username and password.

Only Apple can remove an Apple ID. Verizon doesn't have any control over it unfortunately.

But if it has find my iPad or synced with icloud it will lock it with low hope for functional use

They'll most likely force reset the iPad, something you can do at home.
