Phyllis, the park is essentially a gravel parking lot with access to the river and trails that go to the Blue Ridge Parkway. It may be difficult for a disabled individual to navigate, but may vary for different people. Lake Julian Park is close by and offers accessible lakefront access. At both locations, you are welcome to keep anything you catch, but a North Carolina fishing license is required. Lake Julian also requires either a daily or annual fishing permit.
