There's a legend you can find in the second paragraph of this page: https://www.dcr.virginia.gov/state-parks/hungry-mother#general_information. It is speculated that the story was made up. Virginia opened six parks on June 15, 1936, the first state to open a whole state park system on one day. The theory was the park came up with the legend and name to make their park stand out among the others.
