They have set times in the morning for the Cafe to be open to the public. We made it there after and were told for my daughter to go buy a drink she would have to pay for the entire experience. Made my daughter sad since we drove from Florida for her 14th birthday and were only there for the day! And we couldn't make it in time for the morning and couldn't afford for 2 of us to go for the experience and I am not sending her in alone!
The retail area is open to the general public all day. Central Perk is open before 10am to the general public. After 10am you need a ticket for the experience to go into the café.

You can get coffee from the coffee shop without the ticket but cannot access the gift shop without the ticket.
