Commercial real estate is a civil court appearance and can be handled on any floor at the Justice center however when it comes to real estate you'll want to talk to an attorney first. There used to be a foreclosure unit up on the 10th floor but that has been disbanded. A real estate attorney will know how to file a civil case if necessary.
Probably not at the justice center. Unless you forged some real estate documents. Then court would be at the justice center for sure.
