I have a olde English bull dog that has lost his eye site. He is 13 years old. He started barking and whining all day even when he is relaxing. He stops at the touch or comfort of another. What should I do.

You need to get him to the Vet, quickly, so that they can assess him and tell you what is wrong with him and what he is trying to tell you. They are not the longest lived dogs, usually coming with a multitude of health problems, unfortunately. Good luck for you and your loved companion.

Bulldogs don't have a real long life span. Personally, i think he's trying to tell ya something. Good, bad, don't know. Have him seen to. I would have done that after the first day.
