Opening a tab is pretty standard anywhere to be honest.
if there is a rule in place, u can bet someone did something to cause that rule. One rotten apple spoils it for the bunch!
Instead of choosing who they want to open a tab, they should just make every1 open a tab

Was there a few weeks ago and didn't have any issues. We drank, ate, and drank some more..Was there for a couple hours. Asked for my bill and paid cash. Although I did hear the bartender ask a few other patrons about starting a tab, which is pretty standard these days
Ive gone here many times with my work place and never had an issue but i have heard that they did get in hot water for something like this a couple of months ago.
It is not uncommon for bars to open tabs when sitting at the bar. It's the norm for most bars/restaurants/pubs in New York.
