Yes, I had a large "16" people company lunch there and was able to make a reservation as the place is pretty small.
As Martin said, people seem to just walk straight in and get seated almost immediately. BIB is closer to a burger bar, more relaxed feel. But you can always give them a call and ask ahead!
I believe they do. We just walk there without reservation but on yelp there was option to do so.
