Short answer: yes. The owner often has his dog with him. but as some of the others have stated, it gets quite busy and the ease of being able to manage both will be heightened.
Dogs are ok just we just request them to be leashed .

Yes, but have doggie on a leash. Especially so you can check out the large selection's in the green house's. Even better have someone hold it outside so you can get between the flat's.
I wouldn't recommend bringing a dog there. Platt's has chickens running around. My dog would chase them.
I've seen dogs there but I wouldn't take mine. Way too many people there and it gets tight in the rows.
Don't know but it gets very crowded and taking a dog might be difficult to manage buying flowers .
