So I live in NC I would have to go down there and get a card before any Marijuana is purchased, and is it exspensive since it is out of state. For example out of state Licenses ARE NOT cheap!

You would have to have a medical card from one of the 17 states that D.C. is allowed to accept patients from. Unfortunately, N.C. does not currently have a medical cannabis program.
