Can you break out a tent and sleep there without having to worry about being hauled off to jail or beat over the head?

I wouldn't sleep in any rest area you never know what could happen just saying

I personally would not feel comfortable doing that in any rest stop. Sleeping in a locked vehicle might be okay.
