I think it means radial tire with tread as opposed to bias ply slick/no tread
Compound or softness of the rubberits a d.o.t approved tire for the street drag slicks are not so being it's a radial tire they are harder than a soft slick but still have softer sidewall to wrinkle like a slick
Has to do with the tread wear rating, hard tires are your normal everyday tire as opposed soft drag racing tires
A tire that u can drive on the street to work home shopping etc with a tread wear of 220 or higher being stamped on tire
