Not if your old one is expired, you need a letter, well the form filled out, but almost anybody can fill it out! U don't need a doctor, it says whose qualified to fill it out on the form, hell do it yourself and say a social worker did it, lol j/k, but not really just kidding, 4creal j/k😉
