AARP Volunteers provide free tax preparation services at the Newark Free Library each Wednesday, beginning at 10am when the library opens. The only day for this is Wednesday. People seeking tax help gather outside the library early before we open to get in line. The AARP Volunteers usually help about 12-15 people on a Wednesday. In addition, the Newark Free Library does offer copies of the basic (1040) federal and state tax forms for free. Some area residents also seek tax preparation help at the nearby Hudson State Service Center, where the Nehemiah Gateway organization offers help Monday, Tuesday, and Thursday-Saturday.

I was there a few weeks ago and a lady was helping a guy get the forms. I think k you just need to ask for forms.
They used to provide free tax forms, though I haven't seen those in recent years.
