I had the same problem -- a website glitch. I called the number on the website to complain, but a message told me they were closed for a state holiday and to call back during business hours. The next day I called back and a message told me there was no one to take my call so leave a message. I did that but no one ever returned my call. So I called the state MVA complaint number on the website and I was passed through several different operators before I was connected to the appropriate appointment line operator and got the appointment made. This all took about two hours total on the phone. For heaven's sake, so frustrating!
If you already have the new license you can just walk in no appointment necessary
