You should need to go inside the main office next door. Check their website at www.mva.maryland.gov also for what is needed and the cost.
I agree with Lucius. You can get a replacement vehicle registration but not Drivers License. Especially given everything has moved to Secure IDs which require about 4 different forms of verification. Also, even if you are getting a Drivers License at the counter, they give you a piece of paper and the actual Drivers License cones in the mail a week later.
