I am pretty sure that they will be able to direct you to the department that handles all NYCHA issues. The Bronx Defenders office, has about six buildings, and each one has offices that cover different areas.

I am sorry but I don't know the answer to your question. But I do think you should contact bronx defenders. Because if they don't handle that type of case. They will know who does and be able to assist you with the next step.
