What's the best way to deal with panhandlers? I'm tired of it, and it's everywhere. Lately, my response has been:"I will call PD & get you help if you really want help, but I have no change" most walk away, some get angry & defensive.

99.9% of them want money for drugs and alcohol. It's a huge burden in Arizona, but even the whole world. Giving them money only creates problems for someone else to deal with, so no it is not a kind human gesture. The best thing that could be done is to give them a ride to the entry/exit point of Doug Ducey's gated community driveway, and help them set up a camp there. See how fast the police will come help then.
