When it became a norm to take items into the restroom and put them on or conceal them in order to take without paying. Theft causes everyone's prices to increase and Goodwill doesn't hire security or theft prevention companies to keep prices low. As a PS to that, the restrooms are available you just have to ask and they will let you in.. hope this helps
