Depends on how far west you are talking. Mostly flat around El Paso. Ernie, yes you can have dogs and they have two separate fenced areas for them to run off leash

No. It's quite level if you take i-10. If you take the 375 loop, there is a steep grade but it is manageable
No, my husband and I stayed there, and there wasn't any there then. We were there last year. Hope it helps you out.
There are a few hills, but nothing extreme. We were there last September and had no problems.
