I am an attorney in Corsicana, Texas. I have clients with Mexican passports who have been refused a marriage license because the Clerk says they also need a visa. I can find no such requirement in the Texas Family Code. Is this required?

I can say it it not necesary. My wife and I are very happily married and her paperwork is still processing.
