Would it be possible to ban smoking in Dog Park ? I understand that it is open area, but in reality all most of the time people are close to the benches and kind of force to smell the fumes,

Hopefully not. It's an open air public place and they have rights too. Stand upwind or away from them, or leave. Preferably discreetly without trying to make them feel bad.
