why do we have to get tickets if we fail the emissions test and don't have a permit or have an experiment but not driving is parked at the house

Because the city doesn't have a way to know if your driving the car or not. So if it's registered in Chicago it needs a sticker. Even if it doesn't drive or is a project car.
