The visitor center is free if no event is going on, at least. I visited today (I'm from California, actually) and the Charlie Brown Christmas display area was free.
If you're asking about a cost for the festival, yes, there is a fee. Thursday all day and Friday until 5pm is free. Otherwise admission is $8. Parking is free in some areas and they shuttle to main st.
