Is the pond catch and release fishing? Or completely prohibited?

There's a sign that says to please voluntarily release all fish caught. But if it's voluntary maybe not mandatory..

Pond is completely dry. No water at all. Poor ducks.

Catch and release. I don't think you'd want to keep them anyway.
