The times I have been I haven't seen any animals. It's a pretty chaotic place, so I don't think it would be a good time for most animals with the exception of the cafe on the main level.
At Fritz's? I don't think so unless it is a certified service animal. This place has a restaurant-like set-up on their entrance level so I would guess not.
