The lake over by Waterdam Plaza/Donaldson's Crossroads might be a better option for night fishing.
I believe it is open from dawn to dusk and is patrolled by the police dept.

It's posted sun rise to sunset but I have been there past midnight and have not had an issue. But it is posted with those hours.
