Download is the incoming speed. Like surfing the web, and downloading stuff from the internet. Upload is speed going out to the internet. Uploading photos to facebook or drop box.
Internet speeds depend on your package, if your hardwired or wireless , your equip specs, etc. There are a few variables to that answer.
