Unless you're using the campground which is reservation only its first come first serve for the rest of the park The Pavilions also need to be reserved
No. First come first first choice! There are picnic tables around the park not just near the water. Also seating benches along the trail . Those are nice for just a couple of people to enjoy the view too!
