It's fleas. Frontline works okay, but a Serestro collar works the best and for 8 months. Make sure you treat your yard too!
Those symptoms could be from a variety of issues, like hot spot, dermatitis, environmental stressors like mold, demodex and allergies (even one bite from one flea or demodex), change in diet etc. Contact your vet and get an appt asap. It could be a serious contagious infection. Until then try a hot spot solution (foam or spray) that can calm the skin irritation, clean and sanitize bedding and living areas and use a tea tree and aloe based pet shampoo, like Espree. All products can be found in store at Petco.
Different types of oils will help if its dry skin. Try fish oil as a first choice. You can pick up the gel capsules at walmart foe super cheap for a lot. Pick up thebsmallest dosage possible. Thats what i use for mine when they have dry skin. My second go to is safflower oil. I buy it at Hannaford when i can find it there. It works well but doesnt have all the benefits of the fish oil. Good luck.
My dogs are going to the vet for the same problem.
Did you seperate the hair to see if there are fleas or flea dust? If so, I'd bathe them with a flea shampoo or Dawn dish detergent. And use a Seserto collar or another form of flea retardent. Seserto is what we use on our labs and it works great.
Take them to a veterinarian before giving them anything.
