Wyoming, in general, is bad for street parking, or parking on the side of the highway. The truck stops, however, and truck parking / rest stops, generally have plenty of spots. There are a couple of good truck stops, pretty close to the Cheyenne D.C.

Use the truckstops! The rosds around the DC are clearly marked NO TRUCK PARKING. LOCAL POLICE SOMETIMES GIVE OUT TICKETS

Yes, there is small truckstop about half a mile before you get to the DC. A lot of trucks park on the gravel, just before you get to the driveway.
