Can you look the cars over before purchase.

You can look at the cars early the day of the sale or the day before.

I haven't been able to. You are able to look at them while they are in line to be auctioned off.

Can I go for the auction? Or do I need to register to be able to bid at the auctions?

Of course you can. Just be there early before the auction. On the public side the vehicles will be open and keys in them shortly before they go through the lane's.
