We're a dealer and I personally have been a dealer for 20 years. Most dealers, including us, will reuse screws but definitely not a new car. That should have brand new screws. And not rusty screws either. It just looks tacky and shows laziness on the part of the salesperson.
Most of the time dealers will reuse screws when adding plates on to new cars. Normal practice. As for the air pressure yes, most dealers have a checklist of items to check when delivering a vehicle to a customer
