It was the intention of the Libby Foundation that founded the museum that it be free to the public. Special exhibits have a fee (for example, $10 for a recent mummy display) and parking has a small fee. The museum offers memberships, which also include free parking.
Yes you can park in the church parking lot for free or across the street
It's free to go in and look around. There are special exhibits and programs you have to pay for. Unless you're willing to walk parking is $7. So I wouldn't say the museum is free I'd say it's low-cost entertainment.
