Yes to handguns. 3 seconds between shots unless its during a 'steel shoot' event or a 'scoot-n-shoot' event. You can rapid fire during these events. Check their calendar or talk to Rangmaster Joe for details.
If you mean "allow" then yes, but no rapid fire. I think the rule was 3 seconds between each shot.
