Check out Philly.gov/archive Google phila archive There you find pics of when the falls are not covered. After fairmount dam was built .. water backed up and the falls of Schuylkill are no longer visible

I am not sure. The bridge was opened in 1895. Check out wikipedia "Falls Bridge Philadelphia".
