At the Falls the water is too shallow to swim but plenty of people wade. I think there may be signs that say "Do not" but as we know Americans cannot read.
There's a picnic area near the waterfall. You can't really swim near the waterfall but plenty of people still go in the water there. There's a path that takes you out to the river and gives you more of an area to swim in but you have to be careful because the current can be strong at times.
