Yes, we down 3 decks and up 3 decks, and could have gone further in each direction. It was very interesting to see how the sailors worked and lived. Beware, the steps are just very steep ladders and it was rather warm when we're touring there below deck. They had fans going but it was still hot.
Yes you can go aboard and look around and take pictures, I really enjoyed it

A few areas are off limits but so much to explore on above and below decks
We were on it for 3 hours and saw only 3/4 of the refurbished sections which only account for maybe 1/3 of this massive ship
You are welcome to come aboard and explore the Ship with paid admission.
You can get on it and walk. There are 4 floors to this, we were on it for 1 and a half hours and still didnt see everything.
You can get on and walk around on and below deck. There is a self quided tour and then a guided tour.
You're allowed to board and walk around the deck. You can walk up on some of the upper levels and down in some of the lower levels.
