It was open when I was there a month ago...
I was there about 3 weeks ago and they were open. Google shows they're closed but they are still on Cartlandia's website. Hopefully they're just on vacation. That place is the main reason I go to Cartlandia
Not sure ..it seems a lot of them keep random hours ..if they don't have a website or phone number so I can check I dont even risk the drive anymore.
Pupuseria La Miguelena is open at Cartlandia. Their phone number is 503-804-3653. They are open 11 am to 7 pm .They did open a second cart(Located along the fence side of SE Harney. but have not been able to get it staffed. so perhaps that is the one that you have trouble with? The one that is next to the Cart Los Jefes and is close to the Blue Room Bar is open. La Migueleña is open and serving as of my last visit in mid January, 2021.
