There are life jackets and life guards, non swimming adults can sit at the edge of the swimming area. There is also a wading pool for the littles.
You should think about it though in the tidal pool. It's a bit sketchy for smaller kids in the crowded parts.
No. But they have to be a certain height to go fown slide, and they have to be able to swim in order to get the full effects of the park.
