Yes, I believe so as long as they are not disruptive.
I'm not a legal expert, but to my knowledge there is no local law in Myrtle Beach or state law in SC that prevents animals, when properly restrained, from accompanying thier owner in an outside eating area. It's left up to the discretion of the restaurant manager.
