there are usually qualifications, like having been released from prison or having a history of mental health issues. keep in mind, however, I believe they are in the process of tearing it down.
It is a historical building it won't be tore down.
From what I understand anybody can apply to stay there but your application has to be approved and they have to have rooms available. I would call or walk in for an application and additional information. I do believe it's around 400-500$ a month for a room with a shared bathroom and curfew.
