I understand that we are not allowed to use fitting rooms to try on clothes. Are we allowed to buy them, try them at home them return to store if they do not fit for refund. Most stores are doing this..

I would say that you can probably just return the clothes if they don't fit. You could be 100% sure and call the individual stores and ask them, as they probably have different rules. Just Google the stores you want to go to for the numbers. Happy shopping.
