I have relocated from Los Angeles To PA, do I need to start over with the registration process?

Yes, that should be a new registration. You have to schedule it online. They only open it up 14 days before so you'll see lots of unavailable times. You have to get to that page, first thing in the AM two weeks prior the appointment to snag a time.
