Yes, shops are open, but I don't know about buggy rides.
The town of Blowing Rock is a must to see and walk through. There a ton of stuff to see and do in the mtns.
Not that we could tell, but the shop hours were only until 4pm and we got there later. Didn't see any buggy rides available.
The house is open on the weekends (Thursday through Sunday).
