Yes. The any service animal is considered a pet. Your landlard can not discriminate your service animal.
I think you can have a service animal as long as it is documented as such. As long as you have the proof that you require the animal and that it is in fact a service animal you don't have to pay the pet fee. But, recently Shook and Tarlton has gone through lots of changes, so just call their office to be certain.
